My daughter is 15 months. I’ve been using the Graco ComfortSport for about 4 months.
It is very, very cushy and comfortable. We’re about to get another to put in my husband’s vehicle.

It still has to be rear facing.

I personally like the Britax convertible car seats, and they go up to 35lbs rear-facing, and a few go to 65lbs forward facing. They are top rated in safety, and very easy to install.

The best seat is the one that fits your child, fits your vehicle, and is used correctly 100% of the time. A properly installed, properly used $40 seat is safer than an improperly installed & used $300 seat!
All seats sold in the US pass the same safety standards, so they are all safe. Some just have more perks or will last longer than others because of their harness height or back height.
Here are a few recommendations that fit your budget:
Cosco Scenera – rear face to 35 lbs; forward face to 40 lbs
Safety 1st Avenue – rear face to 35lbs; forward face to 40 lbs
Evenflo Triumph Advance – rear face to 35lbs; forward face to 50 lbs
For less than $150, the Evenflo Triumph Advance is going to give you the most bang for your buck. It’ll last the longest for a seat in the price range. It has a nice high harness height and is easy to use!
